So, if you get into GTA Online, you get your own car which you keep and can track and modify. My car is similar to the one pictured (but matte black). So heres the story. I do a job, and while im banking my cash on the internet, another player steals my car. His buddy rides along. Little did they know, but I followed them. They went to go rob a convenient store, but when they left the store to make their getaway, guess what? BOOM. No car there. Because I stole it back. They subsequently got killed by the police. I took all their money (5000 dollars). Not bad.

I've noticed the car selection has changed a bit now that Online is... online.
Got me a black on black with black wheels Vapid whateverthefuck that the cops used in GTA IV. Found it in traffic that way. Also saw an unmarked grey one with a pushbar sitting outside a mission with two cops in it. WANT.

Nice! You can also control who has access to your car. (PS3 controls) Hold select until the quick menu pops up -> Options (i think) -> Car -> Everyone/No-one (except you)/friends/crew/crew+friends
Glad i had it set to crew/friends (so they can ride with you) because 2 punks tried to steal my ride but weren't allowed to get in, so they just rammed it until it was a tiny block of metal that somehow still moved. When I got back to it, I limped it to the repair shop... $700 to repair it, drove it into a wall so it "died" , called insurance company and for a new one it was $430. Boom, new car.
Although it glitched on me once and wouldn't even let me in the car lol.

GTA online yup :) it is part of the tutorial you have to go through when you first get to the open world (after the race and mission or two). You get a low-jack tracking system and insurance. First car its free, after that you have to pay. You cannot do it to a "premium" car (exotics/super/hyper cars), those you have to purchase via a website before you can claim it as your own.

If you don't purchase car insurance while at the Los Santos Customs shop then it is lost. If you purchase the full coverage package while at the shop, you call up the insurance company on your phone and request a new one for $450 (is mine for Franklin's type car). They will "deliver" it a block or two away from where you are.
So, if you find a car you love and want to modify, get insurance FIRST. Then spend the money on upgrades.

Online monies. You rob banks/stores, sell stolen cars, etc and make in game money. That's what you use. (Or so I'm told as I can't get past the fucking blue circle mission!)

You purchase the insurance from the Los Santos Customs repair shops. Definitely not pay as you go. They offer the option (well, they disabled it until the servers are more stable) to where you pay real money for GTA:Online money but the cost of everything in the game is based on the income you will make from playing the game, not buying the money.

Oh, the purchase via website part. For the exotics/super/hyper cars all of the ones driving down the road are already insured (rich people have nice cars, nice cars have insurance and anti-theft) so Los Santos Customs won't touch them. You can drive them but if a cop just SEES you driving a "stolen" car they will chase you.
To get an exotic/super/hyper car that is yours, you need to use the in game browser (through your cellphone) and click the link for car dealer. Then figure out what car you want and color (just like in single player) and click buy. They will deliver it to you and drive it ASAP to los santos customs to get it insured. I am still new to it so I am not sure how/if you can insure multiple cars when you have a garage. I know without a garage you can only insure 1 car at a time. All costs are related in GTA money, not real money.

It will eventually. I will probably get it for the PC as well as my PS3 version for the better graphics and mods :D
